The Institute for Pharmaceutical Outcomes and Policy is seeking an Application Programmer Analyst I to join our Department for Behavioral Health, Developmental and Intellectual Disabilities team. Our ideal candidate must be innovative, detail-oriented, and motivated to solve challenges while also providing superb customer service to both internal and external stakeholders. In this role you will:

• Assist during all stages within the Software Development Life Cycle including Construction, Testing, Debugging, and Development
• Utilize various web-based languages, frameworks, and libraries such as HTML, CSS, Less, JavaScript, Typescript, and jQuery
• Develop within Microsoft frameworks and platforms such as ASP.NET (Core, MVC, and Web Forms); Power Platform; Azure (App Service and Functions); and SQL Server Database Engine (T-SQL)
• Evaluate client needs when developing and maintaining applications and databases
• Serve customers by answering technical questions and troubleshooting technical issues

This position will work with other Application Programmers, Database Analysts, Database Administrators, and Project Managers on several projects. This is a great opportunity to solve hard problems alongside customers directly in ways that improve the value of their services. A few examples of past projects include:

• Building an information system from the ground-up using ASP.NET and quality open-source libraries to assist the State of Kentucky’s Prevention efforts to reduce or delay the initiation of substances, mental health issues, and their related consequences
• Coalescing ETL processes into an integrated Power Automate Flow that parses data from four disparate sources and removes duplicate client information
• Developing a custom web app that interfaces with an existing proprietary solution to automate data request tracking

Knowledge of Microsoft, Linux, open-source, and web standard technologies such as ASP.NET Web Forms, ASP.NET MVC, C#, CSS, HTML, JavaScript, jQuery, and T-SQL to design and develop technologies.

Bachelor’s Degree in Computer Science or equivalent experience may substitute and 1 year’s experience in web-based systems object oriented web development using .NET, ASP
